California Inflation Reduction Act Rebates
The Federal Inflation Reduction Act which passed in 2022, created two new rebate programs homeowners will be able to take advantage of: the High-Efficiency Electric Home Rebate Program and the HOMES (Home Owner Managing Energy Savings) Rebate Program. Both of these programs are scheduled to offer thousands of dollars in rebates for a wide variety of home electrification and energy-saving upgrades.
To qualify for the HOMES rebates, your home improvement project must include modeled energy savings of at least 20%, whereas the High-Efficiency Electric Home Rebate Program will only be available to low and moderate-income households.
The Department of Energy (DOE) expected to deliver funding to individual states by the Spring of 2023. Once California receives its funding, the CA Department of Energy will be responsible for managing and distributing funds. The California Inflation Reduction Act Rebates program is scheduled to launch sometime in 2024.
Anaheim Public Utilities – Residential Home Efficiency Rebate Program
Anaheim Public Utilities offers California Window Rebates to residential customers who install ENERGY STAR Certified residential windows in your home. Anaheim Public Utilities customers who install certified windows can receive a rebate in the amount of $1.00 per square foot.
Windows purchased from an Anaheim Windows Company may be eligible for a higher rebate amount.
City of Azusa – Residential Home Efficiency Rebate Program
The City of Azusa, CA offers California Window Rebates to residential customers who install ENERGY STAR Certified residential windows in your home. Residents of Azusa who install certified windows can receive a rebate in the amount of $1.00 per square foot. Residents who purchase and install window film and shade screens can receive a rebate of $0.25 per square foot.
Windows purchased from an Azusa Windows Company may be eligible for a higher rebate amount.
Burbank Water and Power – Residential Energy Efficiency Rebate Program
Burbank Rebates: Burbank Water and Power (BWP) offers California Window Rebates to residential customers who purchase and install energy efficient windows in eligible homes. BWP customers who purchase Low E Windows can receive a rebate in the amount of $2.00 per square foot.
Windows purchased from a Burbank Windows Company are typically awarded higher rebates than those purchased outside of the City of Burbank.
California Window Replacement Program
Over the past few months we’ve been getting a lot of questions from California residents asking whether there is a free government window replacement program or more specifically is there a California Window Replacement Program?
The short answer is there is no program currently available that will pay 100% of the cost of window replacement for your California home. As you can see on this page there are plenty of California rebates available and even some Federal programs geared to offset the total cost of new windows for your home.
We assume many have seen notices about the Low Income Weatherization Program (LIWP) or the Weatherization Assistance Program which were programs designed to improve the energy efficiency of the homes of low income families. These programs are currently not open and are subject to a laundry list of financial requirements that exclude the majority of people looking to replace windows in California.

Glendale Water and Power – Residential Energy Efficiency Rebate Program
Glendale Water and Power Rebates: Glendale Water and Power (Glendale DWP) offers California Window Rebates to residential customers who install ENERGY STAR Certified residential windows in your home. GWP customers who install certified windows can receive a rebate of up to $2.00 per square foot.
Windows purchased from a Glendale Windows Company are typically awarded higher rebates than those purchased outside of the City of Glendale.
Hercules Municipal Utility – Residential Energy Efficiency Rebate Program
Hercules Municipal Utility offers California Window Rebates to residential customers who install ENERGY STAR certified windows in your home. Customers are eligible to receive $1/sf for windows and $1/sf for sunscreens up to 100 square feet that provides blockage in excess of 60%.
Imperial Irrigation District (IID Rebates) – Residential Energy Efficiency Rebate Program
IID Rebates: Imperial Irrigation District (IID) offers California Window Rebates to residential customers who install ENERGY STAR Certified residential dual pane windows in an existing home (new construction not eligible). The installed windows must have a U-Factor of 0.31 or less and a SHGC less than or equal to 0.25.
Residents who install certified dual pane windows will receive a rebate in the amount of $2.00 per square foot.
City of Lodi Electric Utility- Residential Rebate Program
The City of Lodi offers California Window Rebates to residents who install window film over single pane clear glass windows. Residents are eligible to receive $0.50/sf for window film and $0.50/sf rebate on qualifying shade screens.
LADWP Rebates 2023 – Residential Energy Efficiency Rebate Program
LADWP Rebates: Los Angeles Department of Water and Power (LADWP) offers California Window Rebates to residential customers who install ENERGY STAR Certified residential windows in any air conditioned living space within the house. The installed windows must have a U-Factor less than or equal to 0.30 and a SHGC less than or equal to 0.25.
LADWP customers who install qualified windows will receive a rebate in the amount of $2.00 per square foot. Windows purchased from a Los Angeles Windows Company may be eligible for a higher rebate amount.
Modesto Irrigation District – Residential Rebate Program
The Modesto Irrigation District offers California Window Rebates to residents in the amount of $1/sf for ENERGY STAR windows with SHGC of 0.25 or less and a U-factor of no more than 0.30 installed in an air-conditioned room. Residents are also eligible to receive a $1/sf rebate for window films with SHGC less than 0.39 or sunscreens less than 0.35. Windows facing 45 degrees of true North excluded.
Pasadena Water and Power – Residential Energy Efficiency Rebate Program
Pasadena Rebates: Pasadena Water and Power (PWP) offers California Window Rebates to residential customers who purchase and add reflective window film to exterior windows. Pasadena residents who add reflective window film with a Solar Heat Gain Coefficient (SHGC) rating of 0.39 or less can receive a rebate of $0.75 per square foot.
Pasadena residents who purchase the new window film in Pasadena will receive an additional $0.20 per square foot rebate.
Plumas-Sierra Rural Electric Cooperative – Residential Weatherization Rebate Program
The Plumas-Sierra Rural Electric Cooperative offers resident California Window Rebates of $3/sf for the installation of ENERGY STAR windows.
City of Redding Electric Utility – Residential Weatherization Rebate Program
The City of Redding offers California Window Rebates for residents in the amount of $2/sf for window tinting and sunscreens that provide solar blockage of at least 60%. Maximum rebate of $500 for residential homes and $1,000 for commercial buildings.
Riverside Public Utilities – Residential Energy Efficiency Rebate Program
Riverside Public Utilities Rebates: Riverside Public Utilities offers California Window Rebates to residents who upgrade their home’s energy efficiency through the addition of reflective window film and/or the installation of energy efficient windows.
Riverside residents who add reflective window film to existing windows can receive a rebate of $1.00 per square foot. Riverside residents who purchase and install new or replacement energy efficient windows can receive a rebate of $1.00 per square foot. Windows purchased from a Riverside Windows Company may be eligible for a higher rebate amount.
Roseville Electric Utility – Residential Rebate Program
Roseville Electric Utility offers California Window Rebates in the amount of $1/sf to residential customers who purchase sunscreens with a Solar Heat Gain Coefficient (SHGC) rating of 0.39 or less. Maximum rebate of $150.
Energy Upgrade California Home Upgrade Program
The Energy Upgrade California Home Upgrade program takes a whole-house approach to home energy efficiency. Rather than focusing on individual energy efficiency upgrades, the program addresses your home’s energy needs as a complete system to help you maximize your energy efficiency, lower your energy use and increase your home’s comfort.
A Home Upgrade is for homeowners who:
- Want a cost-effective way to improve their home’s energy efficiency.
- Have heating and/or cooling systems that need to be replaced.
- Do not have many of the available measures already installed.
Benefits of a Home Upgrade
Save money while you save energy, and take advantage of rebates of up to $5,500*. Note: only single family, detached homes built in 2001 or earlier are eligible to receive Home Upgrade rebates. Benefits can include:
